is Audacity. That should allow you to add ID3 metadata to a WAV file.
Whether the software used to play the files handles metadata in WAV files is another matter.

I would be really hesitant to do that as you risk fecking all your wav files up. WAV files don't support ID3 tags, it's a feature of the MP3 file format, simple as that.

It's up to the player whether it supports reading that metadata, and the data is usually put at the end of the file to avoid breaking players (likely old ones) that make incorrect assumptions about the structure of the file.
