Incredibly high cost/time of refurbishment - especially if you don't want a sky-scraper sized missile over land.
Space Shuttle refurb took several months; Falcon's can be ready to fly again within 24 hours. Space Shuttle launches cost over $500 million each time (possibly well over a billion); Falcon 9 is about $60m (and falling).
