This is a normal post I'm not up on popular culture, but presumably this is Kazakhstan reclaiming a Borat catch phrase?
Looks like an interesting country. Ed Pratt the world-circling unicyclist spent some time there, and didn't come away empty handed.

I got out, but left my team behind and they spent three weeks binge drinking in an Irish bar in Astana. Then I had to gets the exes past the client.

This is a normal post Astana is rather grim, a sort of Dubai on the steppes
But Almaty is a whole different proposition and highly recommended.
