Cardiff has a few murals like this
They're not usually trying to make a point. This particular one is in Butetown, 'Tiger Bay', probably Wales' least white area that has been either demonised or ignored at various times as a result. People who live there seem to like the mural.

I don't think it's particularly political
People from Cardiff of different politics don't seem to have had a problem with it, but /links can find the politics in anything.
At worse it's probably a bit of an empty platitude. I think the local outrage also ties in with a broader feeling in Cardiff that anything a community likes, industrial heritage etc, inevitable gets steamrollered by developers.
Was the 'soulless' in your title accidental then? I thought maybe it was a pun on soul crew.
