That says we don't nuke them, exert economic pressure, threaten them with force and "Seek immediate Security Council action to provide assistance to Belarus, Kazakhstan or Ukraine if they "should become a victim of an act of aggression or an object of a threat of aggression in which nuclear weapons are used" which it isn't.
Russia also signed it....

Or are you suggesting that Russia's breaking of that treaty is an automatic declaration of war against all the other signatories? How on earth could they have missed this?! You should probably alert the relevant nations immediately so we can begin the counter-offensive.
