Yes he is...
it is a very famous clip! I am a regular listener to LBC radio and in particular the Clive Bull show. He is an absolute legend of a radio presenter and often does things like this to callers....

It was quite a few years ago so that sort of quick editing and playback using a computer was quite rare at the time
