No, IE, Firefox and other browsers fail. 404. Server not found.
The reason being that Play have linked to a server that doesn't exist outside the developer's network.
Both Opera (9) and Firefox will try to resolve incomplete addresses by searching, but Firefox only seems to do it on typed addresses. (Try it: techdesign/LandingQ4_08/QuestionOfSport/dev/pb_qos.css )
It might be misguided behaviour on Opera's part (indeed, it doesn't seem to do it in Opera 10), but it's still Play's fault for shoddy Find And Replace skills.
