If i remember rightly
It grants stop and search orders in any area where a particular order is in effect (damned if I can remember the name). So it should be simple, inside these areas, the police are entitled to search, outside, they are not. Unfortunately the public is not allowed to know where these orders are in effect, so it just gives blanket stop and search permission in practice (or something that looks very like it and can never be proven differently, since a successful appeal would show where the orders were in effect)
