
But have you tried contacting the RSPCA? If this is what appears to be animal cruelty, then they would be very interested (and they may be able to catch the pigeon and help him/her out).

But the RSPCA will be interested to note all cases of animal cruelty. Even though the chances are they won't find the scrote that did this to the pigeon, the fact that there exists a case of cruelty means that it should be recorded. Otherwise it just gets hidden away.
