Protection of cruelty against animals does not mean that they enforce cruelty, only that they aim to protect cruelty against whatever people/forces would like to eliminate cruelty. They might have a neutral opinion to the cruelty (or specific instances of cruelty) itself. Much in the same way as people say 'I don't agree with what you are saying, but I'll defend your right to say it'.
