Use deionised water (i.e. what they use to top up car batteries) and a perfectly smooth surface. Only stays like that for about 5-10 seconds though so mess is unavoidable.

I can't help but feel this is just a long game prank to play on people to get their kitchen floors wet...
(and a prank where the payoff is pretty pointless, as you almost certainly won't be there to enjoy it)
