The car is Team Courage Oreca, Stephane Ortelli at Monza 2008
Link is confusing as it states Le Mans 2009

I figured it was probably a Courage Oreca and had got the name Stephane Ortelli, but couldn't get any further.
Monza eh? It certainly does a good impression of the first chicane down towards Mulsanne...

That it may, but Monza it is.
It's the chicane after the Start/Finish straight, Mulsanne has a much longer run in to the chicane with a chicane that precedes it.
In the video above you can see the previous corner is not too distant.
Edit: In addition Pits are visible on the left i.e. Monza

I admit I was having trouble reconciling that side of the track with the side of the straight at Le Mans, but I guess I overlooked it as the chicane itself was a good match. Now you tell me it's Monza I can see it clearly.
