Recent allegations of phone hacking and making payments to police with respect to the News of the World are deplorable and unacceptable.
Of course, if you parse that sentence, it simply says that the allegations are deplorable and unacceptable. It says nothing about any hacking.
I have made clear that our company must fully and proactively cooperate with the police in all investigations and that is exactly what News International has been doing and will continue to do under Rebekah Brooks’ leadership.
Probably the least that could be said. And, of course, pretty much what the law requires anyway. Conforming with legal requirements isn't really all that big a deal.
We are committed to addressing these issues fully and have taken a number of important steps to prevent them from happening again.
What issues? Hacking, the reporting of hacking, or what? It's no good saying that you'll address issues while leaving it so unclear what those issues are.
Curious stuff.

of course they will fully co-operate with the police... who they paid.
And of course Rebekah Wade/Brooks should lead the investigation into finding the editor responsible.
And Murdoch would never consider anything like bribing the government either.
All seems above board to me :D

Or just that it could be interpreted that way?

So this wording would seem to have been deliberately chosen to hedge as much as possible.
