It's not like regular graffiti/vandalism as someone was going to have to take the posters down eventually anyway.

Seems to harsh a fine
but the council will have budgeted for taking down posters at the end, not the taking down of stickers in the middle.
That said, as Kunt didn't personally put up the stickers, I don't see how he can have been fined for it, unless he is seen as some sort of Charles Manson figure getting other people to do his crimes for him.
