Place the signs, then dust the edges with printer toner.
For a more permanent marking solution, brush the edges with nitrogen tri-iodide, then look for whoever suddenly wears gloves to hide their purple hands.

Glad to help with the ideas.
I keep thinking of fluorescent powders or some organic dyes to help ID who's removing them.
You could then photograph that person, have posters made, and place them up instead. "Have You Seen This Cunt?"
