The only time to put milk in a cup 1st is when it's really fine china
This is to stop the hot tea cracking the cup when it is poured in, otherwise tea before milk.

You put the milk in first with fine china and use a pot
This way the pouring action mixes the tea and milk so as remove the need for a spoon which could damage the cup.

Put the tea bags, sugar and the milk in the kettle
The boiling mixes it up and it leaves less washing up.
You can also add rich tea biscuits if you're too lazy to dunk.
