That HAS to be a boy bird.
From what I can gather, female bird cheeps are actually them shouting "NO TOUCHY! NO TOUCHY OR I'LL BLOODY EAT YOU, YOU SILLY PERSON!". I have a girl budgie myself and she'd never let me pet her like that. She does nibble me sometimes though.
