that you can tell whether or not it's rape according to the legal definition by whether or not there's a pregnancy. If there's a pregnancy, then it can't have satisfied the legal criteria for rape.
In other words, it means that he can say that abortions should be available in cases of rape should any pregnancy occur - but, of course, none will. So there's no need to provide abortion.
