I must have missed something
It seems to me he was correct. At 0:55 the graphics show a Democrat lead of under 32 kilovotes with over 1.5 megavotes still to be counted. That makes the margin a paltry 2% of the outstanding ballots.

It was the counties that hasn't had their votes counted
They were all very pro Obama. Everyone but Rove chose to overlook that fact.
