He phrased it awfully but,
since the list is based on no more than rumour, I'm assuming he meant that it could encourage people to believe 1970s homophobic rumours about people, where it was common for morons to link the two.
The far right seem to call muslims paedos nowadays instead.

I've just read an article in the Manchester Evening News
titled "Nick Clegg: Let’s end ‘abhorrent’ prejudice against Muslims". The first reply is "HOW ABOUT USING EXTRA FUNDING TO TACKLE OTHER ISSUES LIKE GROOMING WHICH ARE GIVING INDIVIDUALS REASON TO HATE MUSLIMS!!! "
