That might be part of the hoax; but, all else being equal, meh.

... this guy seems to be a recurring crank. Apparently the same guy wrote this one, for instance.
So the letter is probably a real letter, however the guy who wrote it may or may not be long-game trolling. I'm filing him under Poe's law.
