It dough of some description
but a few searches tell be nothing extra. Could be for dumplings or pasta / noodle maybe?

I believe it is called 'mochi'...
which is rice that is pounded into a glutinous paste and formed into a shape. This particular variety is 'kusamochi' which means 'grass mochi' and has got some leafy goodness in it to make it green.
So now you know.
