One of the comments says it's paint on wood.
So I guess the first pass is just a shallow cut into the paint and the second is deeper.
I assumed it was metal at first.

We have a couple at work
They'll do 3mm stainless so Balsa should be easy. We also have 20-odd 3D printers as well.

A bit of electroplating'll do the 2 colour effect then.
