Graffiti artists probably don't deserve the cat I admit. It's mental illness right. Hardcore manual labour, completely unpaid, scrawling the same shit tag every 5m on a railway line in the rain. That's a grim compulsion. Strong sedatives would prob do it.

in the UK, if you spray paint that is graffitti, which is illegal. If you put up posters advertising something, that's fly posting which is illegal.

But if you put up paper then spray that, then that's not illegal as far as I know. So long as it doesn't damage the building (use some sort of water based glue) and isn't advertising anything.
