I have seen women in "cargo pants".
Some of them, I am sure, were designed for women.
As to the OP I happen to think that trousers which fit and don't hang down below one's arsehole are preferable to the modern fetishh for ill-fitting garments.

I've seen women's cargo trousers too but they were a bit pathetic
and not as practical as the blokes' versions.
