I think it stands up.For example, although the number of people complaining about any given QOTW has no bearing on the actual quality of the question, it has a big impact on how entertaining the answers are to read.
In the pub example, the purpose of the pub is not to encourage people to discuss how good the pub is, but people whinging and moaning about how rubbish it is will lower the overall quality of the experience.
