1. Cider quenches thirst pretty effectively. This is a short-term effect.
2. Cider has a dehydrating action. This is a medium-term effect.
So the reason they get away with such a claim is that it's true.

Thirst can be quenched by inflating a balloon in the stomach, as 'thirst' is switched off by distention of the stomach itself; even if this doesn't hydrate you.

You'd have to be a moron though to want to quench your thirst with something that's only going to make you thirstier in the long run.
