What was the business case for the Edinburgh Trams Project?

Actually it wasn't originally that bad.
Fast and direct link from the Airport to the rapidly expanding young/well off residential developments in Leith and Granton Harbour.

Add in the tourist aspect, a fast link away from roads to Murrayfield, and it wasn't a bad plan. It has just been appalingly managed, allowed to be held to ransom by contractors, gone way over budget and now won't actually go to Leith or Granton harbour.

So, now it's shit.
