It is a bit isn't it?The main problem is that, whenever I raise something as a problem (is this active aggressive behaviour?) someone more experienced than I nods sadly, and says it is being raised at employee forums and the relevent people have been notified.
The 'changing the direction of the sailing ship' metaphor has been mentioned several times.
