It doesn't ring true.
If this really happened then it must be recorded, so you can tell us where and who.
I also think it odd that HR gave a fuck either way about toilet activities.
As to tribunal, I would rather turn up at a tribunal and say I was, I don't know, "Shaking urine from my penis, when someone peered over the barrier at me." than the alternative of going away and knowing Mr Perv and Perverts Inc were still going strong and I had no restitution.

It's true
It was for an American company based in the UK, the guy who was fired wasn't exactly the smartest peanut in the turd and didn't fight it. They were very strict about breaks.
