Possibly,the argument is more that the practice of large land-owners forcing their tenant farmers to use the seeds - and thereby become economically dependent on them for fresh seeds each year, as well as for the tenancy of the land itself - is what could spread. Not that the seeds would spread by themselves, which is exactly what the technology is (nominally, at least) designed to prevent.
