Realistically we wouldn't be thinking about the crops wiping themselves out in one go, just dwindling seed yields as the years went by.If seed stocks became too low the famer may then be forced to buy these 'terminator' seeds due to economic pressures.
Your logic seems to be that they'd have to buy seeds every other year, which is exactly half as bad as buying them every year.
