Would it be at all feasible
to keep track of the links (particularly news links) that have been posted within a particular time frame, and provide the poster with the knowledge that said link has already been posted two hundred times in the last hour? Something akin to "This link is already on the board. Are you sure you want to continue?"

If it's been posted before (ever I think) the links board shows you the previously posted links and the date/time of it before asking if you want to continue.
If it doesn't seem to have been posted before it says "may not have been posted before....maybe".
Unfortunately it detect linking to mirrors of sites or people posting the link even if they've been told it's been posted eleventy times in the last hour.
Maybe not allowing the repeat link to be posted within a week would be good, and not on a Tuesday either!
