He can't really complain! A large/small beer has as much beer in it as they choose, and the glass will be suitably oversized to account for the head. You rarely see things like "pints" or "half-litres", just large or small.

The Nether Lands are rather odd about this. A lot of pubs will have proper-sized pint glasses, in which you get the disappointing-looking half litre serving. The next half litre will come in a tall, impressive stein that just wiped its knob on your curtains.
