That'll only fix condensation . . .1. Condensation - Dampness that is created inside and settles on cool surfaces - can look like damp.If it's a mould problem caused by severe condensation then it'll be your obligation to resolve (don't be too pushy about the painting as they could take it from your deposit if Condensation is found to be the cause).
2. Damp - Water ingression from outside or underneath the building through the brickwork/concrete structure. If it's damp it's Landlords problem, go straight to the environmental health department of the council - they'll take one look and give them a very short time period to fix it (trust me).
