he described them as "the tory party outsourcing their nastiness". Funded by the same people who fund the Tories, it allows the party to get their message out there without ever getting attacked for it.
The general point is to pave way for policy. Spend 6 months (for example) trashing local councils and getting headlines, then introduce policy that undermines local democracy and claim there's public support because simply enough some people believe the propaganda. Same with public schools, nhs etc.
Just passing on someones comment - I personally have no knowledge on how they are funded or why.

The BBC seem to enjoy giving them a platform, going someway to undermine the accusations of a left-wing bias.
