I'm certainly down with the OP's thing about breeding certification.Reversible sterilisation at birth of all children (I'm sure we have the technology).
Procedure reversed only on completion and passing of parenting test based on suitability produced by independent government body.
Employees of said body to work for it part-time, on two-year rotational basis, selected at random, as per jury service.
