Alternatively...everyone should be made to drive an old banger with the bare minimum safety features, so they learn to drive really carefully, and only then can they get nice new cars with all mod cons. I have a personal theory that stupid drivers are taking more risks nowadays because modern cars are so safe and it gives them a false sense of confidence (this probably makes me sound like an old lady grumbling about new-fangled things).
