The problem with population limitation is that it's either a voluntary thing, which a lot of people won't bother subscribing to thus defeating the whole point of it, or it's enforced in some way.If it's mandatory you have to consider forcing pregnant women to have abortions, possibly past the current accepted term if they conceal it well, which raises all kinds of moral and legal issues. And if they somehow evade detection to the point of birth? Is the child then an illegal non-citizen?
