IRS or IRAwas a sign I saw in the states. I guess it means something different there, but to us Britishers it appears to say "Pay your tax or we'll set balaclava-wearing terrorists on you."

If it was before the ninth of November.They probably meant you could get tax breaks on any money donated to the IRA.
