I find that a bit odd
Although we've bought our property from the council, the council are still responsible for the exterior of the building, therefore we do not need buildings insurance, only contents.
Although it might be to do with the fact that we live in shared block where some of the properties are still council owned. Maybe it's different if it's a detatched property rather than a terrace?
