Was this the same part of Liverpool where the city council found it necessary to put up signs stating that kerb-crawling was prohibited?

It was the one thing that's really stuck in my mind about it.
I've lived and worked in some proper shitholes, but none of them were so rough that kerb-crawling needed to be explicitly forbidden.
