I read yesterdaythat they actually do use electrical impulses and implaments similar to what you've just described in order to stimulate the muscles of people recovering from severe injury. A boy who was paralyzed from the waist-down is able to pedal a stationary bike by these means and it effectively trains his muscles although he cannot yet move them on his own. So it's not that far off...and it would be pretty funny.
