I've managedto get away without a car for more than fifteen years since I passed my test. Mostly because I've been very, very poor, but it's easier than you'd think. Of course, it's limiting, but public transport gets me about and you'd be amazed how easy it is to hitchhike around the country if you have a shave and hold a sign saying where you're going. The longest I've ever waited was 90 minutes, the shortest... I hadn't even started hitching and I got picked up!
I do drink though, slightly addicted, so that probably cancels-out the petrol and tax savings.
