I think it was said......by Winston Churchill as well (in as many words) and Mark Twain. Still true though; in fact, I suspect this view pretty much underpins the entire Defence Vetting Agency work effort ("what do you mean, he doesn't appear to have any vices? He must be lying - let's not trust him!")
