Unlikely to be a cold-war hangover.
First up, had the CCTV systems existed then, and had the Hungarians had the cash to implement them, they wouldn't have survived the end of communism.
Second, the CCTV systems didn't exist then - certainly not in any way that could have been afforded by the government.

No, I didn't mean the actual cameras were communist equipment
but that the idea of being able to follow people around on public webcams is very 'Eastern bloc'.
