Techincally this could be true, depending on how you measure average.In a room with Stephen Hawking and 9 Daily Mail readers, 9 of those people will be below the mean average.
This works because one in every nine Daily Mail readers is off the charts intelligent...no...that can't be right...
I am being pedantic though, because your reaction was my first reaction too.
