To be fairhe did encourage rapists to wear condoms, so that there would be no need for an abortion for the woman raped.
No, wait a minute, he didn't did he.
He said it was alright for good family men to use them when bumming male prostitutes or something, so their wives wouldn't catch the AIDS. Couldn't follow the logic myself.
