The ones that were shipped out were the ones that got caught.
All the really successful criminals got away with it and got to stay home. Selective breeding and evolutionary forces dictate that Blighty is now full of highly criminal scumbags.

Hence the government.

And the financial district.

And the railways.

And big business.

And the energy companies.

And the school system.

Not that I'm complaining, mind.
