The ECU restricts the power output
This is the joy of taking your UK Bike Test on a 125cc bike, two years riding a bike with no more that 33BHP (25KW in new money).
Luckily my two years is nearly up and I shall soon be able to put the full power ECU back in place and then fit that nice growley exhaust, the hope is to get about 70BHP out of her, not bad for two pistons and a capacity of 645cc!
I have tried bikes with throttle stop/air box washer restrictions and frankly they are rather poor. Only being able to open a throttle by a third of a turn is hopeless, especially if like the Honda I am currently using for work, the fuel injection is so crude it jerks and surges down the road when ran at below 4k revs. Thankfully this heap goes back to the hire shop soon.

Hopefully your proper ECU brings much more fun. :)
And if I were you I'd stick with Suzukis, much more fun than Hondas and Yams in my opinion. I also envy you for your patience, I did my 125 test then got bored of waiting for two years and went back and did a direct access about two months later!
